Sekitar seabad yang lalu, sekelompok pengusaha internasional terkemuka berkumpul di Jenewa, Swiss, untuk mengadakan konspirasi kartel yang tenar dengan nama “Phoebus”. Pesertanya adalah perwakilan tertinggi dari semua produsen bola lampu terbesar, diantaranya Osram dari Jerman, Philips dari Belanda, Compagnie des Lampes dari Prancis, dan General Electric dari Amerika Serikat. Kartel Phoebus merupakan organisasi/badan pengawas yang mengatur kebijakan pasar bola lampu pijar di seluruh dunia dan merupakan kartel pertama dalam sejarah yang memiliki jangkauan global.

Perusahaan-perusahaan ini ternyata berkolusi untuk merekayasa bola lampu pijar dengan masa pakai yang berkurang secara dramatis. Lampu yang biasanya mampu menyala sekitar 1500-2000 jam dibuat hanya bertahan hanya seribu jam, sehingga memungkinkan setiap perusahaan di dunia untuk menjual lebih banyak bohlam dan menaikkan harga. Praktek ini disebut juga PLANNED OBSOLESCENCE (Keusangan yang direncanakan), yaitu pengurangan umur produk secara sengaja untuk mempercepat renewal produk, agar konsumen lebih banyak repeat order/purchase. Prancis adalah negara pertama di dunia yang melarang praktik ini pada tahun 2015, dengan ancaman hukuman 2 tahun penjara dan denda mulai €300.000 hingga 5% omset tahunan.

Praktek Planned Obsolescence pun banyak terjadi di sekitar kita. Tidak perlu jauh-jauh, gadget yang kamu gunakan untuk membaca artikel ini (handphone/tablet/PC/Laptop) sudah pasti didesain oleh produsen untuk memiliki masa pakai maksimum. Bukan hanya itu, bagi kamu pengguna produk Apple, bila gadget kamu outdated, lalu kamu mengupgrade iOS, hampir pasti gadget kamu menjadi lebih lelet atau seringkali bermasalah, bahkan tidak jarang Apple mengancam penghentian support aplikasi pengguna gadget lama. Familiar bukan dengan kejadian seperti ini?

Bentuk planned obsolescence pun bermacam-macam, ada rekayasa fungsi, durabilitas, marketing, software, estetik, persepsi, serta mempersulit perbaikan produk. Bagi kamu pengguna mobil, kamu pasti paham bahwa hampir setiap tahun produsen mobil melakukan facelift dengan menambahkan fitur-fitur tertentu, dan terkadang melabeli dengan kalimat “All New”. Praktek ini pun disinyalir menjadi strategi planned obsolescence, membuat persepsi konsumen mobil lama berubah, merasa produknya ketinggalan jaman dan undesirable, padahal fungsi mobilnya masih bagus dan tidak ada masalah. Industri lain juga masih banyak lagi, contohnya edisi buku yang diupgrade setiap tahun, mode fashion yang berubah dengan melibatkan public figure, tinta printer yang sangat mahal bahkan kadang semahal printernya, dan lain sebagainya. Praktik planned obsolescence ini juga dianggap mengancam sustainability lingkungan karena mendorong overconsumption, dan mengakselerasi penumpukan limbah manufaktur/elektronik yang berbahaya.

Peraturan perlindungan konsumen di Indonesia mungkin belum sampai berfikir kesana, padahal di negara lain, perusahaan seperti Apple, Samsung, Microsoft, pun sudah kena denda jutaan dolar karena praktek planned obsolescence yang telah terbukti di pengadilan merugikan konsumen. Yah, di Indonesia jangankan sampai kesini, bahkan untuk kebijakan return policy konsumen saja belum selevel di luar negeri. Produsen lebih sering lepas tangan saat transaksi selesai. “Barang yang dibeli tidak dapat dikembalikan”, “Penjual tidak menanggung segala kerusakan produk selain tertulis di garansi”,  familiar bukan dengan frase ini? Klausula eksonerasi seperti kalimat tadi di beberapa negara diilegalkan. Bisa jadi sistem perpolitikan dan perumusan kebijakan di Indonesia masih di dominasi interaksi yang kuat dengan asosiasi cukong/ pengusaha dibanding dengan asosiasi konsumen. Tapi itu mungkin bahasan bacapikir episode lain.

Nah, kembali ke Planned Obsolescence, apa sih solusinya agar praktik semacam ini bisa diminimalisir efeknya, baik ke konsumen maupun produsen. Produsen suka dengan praktik ini karena meningkatkan profit, efisiensi, dan menjaga going concern perusahaan dalam jangka panjang. Sedangkan konsumen tidak suka dengan praktik ini karena menurunkan value produk yang dibeli dan menurunkan daya beli.

Opsi solusi pertama: Regulatory Approach

  • Mengadopsi best practice standar minimum yang harus dipenuhi produsen, layaknya bidang penerbangan (alat pesawat) dan kedokteran (peralatan medis, obat-obatan), yang memiliki standar minimum kualitas, pengerjaan, material, redundansi, yang relatif ketat dan termonitor.
  • Memperkuat layanan purna jual sampai dengan jangka waktu usia pakai maksimal dari produk-produk tertentu, termasuk pengkinian software bagi produk elektronik.
  • Memberikan hak konsumen untuk memperbaiki/mengupgrade sendiri produk yang dibelinya dan mempermudah akses informasi tentang detail produk (manual produk, atau diagram skematik utk produk elektronik), yang selama ini banyak tidak transparan.
  • Memberikan insentif bagi produsen pada saat mendukung inisiatif-inisiatif yang ramah lingkungan, ramah konsumen. Insentif dapat berupa insentif perpajakan, permodalan, inovasi, dan kemudahan lainnya.

Opsi solusi kedua: Paradigm Shift

  • Mendorong perubahan mindset dan culture masyarakat untuk tidak mudah beralih/ mengupgrade produk selama produk masih berfungsi dengan baik.
  • Memperkuat dan mempopulerkan second hand market agar masyarakat terbiasa menggunakan produk tangan kedua.
  • Edukasi dan diseminasi informasi melalui berbagai media tentang cara upgrade/perbaikan produk dengan self-service.

Solusi untuk planned obsolescence memang tidak sesimpel yang dibayangkan meskipun praktik ini sudah awam dilakukan puluhan tahun, karena bentuk dan strategi perusahaan untuk mengeksploitasi pasar akan terus berubah sesuai perkembangan jaman, yang juga menuntut solusi permasalahan yang berbeda pula. Dari lingkaran yang lebih kecil, kita sebagai konsumen harus lebih aware dan jangan terbawa oleh arus corporate greed ya.

    Endre Sztellik, a guard at the Danube-Drava national park, said of one of the ships, “we still don’t know what this is exactly. What is visible and an unfortunate fact is that the wreck is diminishing as people are interested in it and parts of it are going missing.”
    The Danube stood at 1.17 meters (3.8 feet) in Budapest on Tuesday, which compares with an all-time record low of around 0.4 meters (1.3 feet) registered in October 2018. During floods, the Danube rises well above 6 meters (19.7 feet).

    “Eastern Europe is experiencing critical drought conditions that are affecting crops and vegetation,” the European climate service Copernicus said on its website in its latest drought report, published earlier this month.

    The post called that particular impact on the cave “completely avoidable,” contrasting it with the hard-to-prevent fine trails of lint left by each visitor.

    “Great or small we all leave an impact wherever we go. Let us all leave the world a better place than we found it,” the post urged park goers.
    The park’s website says that eating and drinking anything other than plain water attracts animals into the cavern.

    Carlsbad Caverns followed up its post about the Cheetos bag with a post about the “leave no trace” principle of disposing of waste properly.

    “Contrary to popular belief, the cave is NOT a big trash can,” the post said, yet rangers pick up waste left behind every day.

    “Sometimes this can be a gum wrapper or a tissue, other times it can unfortunately mean human waste, spit, or chewing tobacco.” Visitors are asked to make sure they don’t leave trash in the cavern and to use designated restrooms.

    Mpox – formerly known as monkeypox – is a highly contagious disease and has killed at least 635 people in DR Congo this year.
    Even though 200,000 vaccines, donated by the European Commission, were flown into the capital, Kinshasa, last week, they are yet to be transported across this vast country – and it could be several weeks before they reach South Kivu.
    “We’ve learned from social media that the vaccine is already available,” Emmanuel Fikiri, a nurse working at the clinic that has been turned into a specialist centre to tackle the virus, told the BBC.
    He said this was the first time he had treated patients with mpox and every day he feared catching it and passing it on to his own children – aged seven, five and one.
    “You saw how I touched the patients because that’s my job as a nurse. So, we’re asking the government to help us by first giving us the vaccines.”
    The reason it will take time to transport the vaccines is that they need to be stored at a precise temperature – below freezing – to maintain their potency, plus they need to be sent to rural areas of South Kivu, like Kamituga, Kavumu and Lwiro, where the outbreak is rife.
    The lack of infrastructure and bad roads mean that helicopters could possibly be used to drop some of the vaccines, which will further drive up costs in a country that is already struggling financially.
    At the community clinic, Dr Pacifique Karanzo appeared fatigued and downbeat having been rushed off his feet all morning.
    Although he wore a face shield, I could see the sweat running down his face. He said he was saddened to see patients sharing beds.
    “You will even see that the patients are sleeping on the floor,” he told me, clearly exasperated.
    “The only support we have already had is a little medicine for the patients and water. As far as other challenges are concerned, there’s still no staff motivation.”
